A "gun" designed to reach a "certain nation to the west". You are right.
As a Customs Officer, I have to say I relished in the seizure of the "segments" of the barrel of this behemoth by my Brit Cousins!
Actually, I think that this might be the situation that actually works to free the millions of Iranians that have had it with the Mullahs and their abuse of their rights.
Of course, with "Mr. Obama" in Office, anything that will stop the Mullahs, and lesson the pressure on the existence of the Jewish state, will be fought tooth and nail.
Its not about the Muslim faith, its about the abuse of Power that has gone on since 1979.

Personally, I think that Bull was providing the Iraqis with a bunch of bull. As soon as that gun was fired, it would have been destroyed. Everybody in the world knew where it was located and, hell, it was not like it could be moved anywhere.
I think that the whole thing was based upon Saddam's Hitleresque fascination with BIG weapons technology (e.g, why did the Nazis spend so much time and resources on the Jagdpanzer VI Jagdtiger and the 185 ton behemoth Panzer Maus?).
Perhaps, the gun itself was a diversion from deploying SCUD missiles.
The Iranian nuclear program represents an entirely different beast. To defeat it, we have to target the infrastructure, the facilities, the personnel, and the Iranian leadership. Simply attacking one segment is not going to cut it.
