The are a bunch of blithering idiots. I bet I know what happened. Somebody noticed that the imans or Islam is not women-friendly. So some twit had to prove their cleverness, their ability to change reality, or saw this as an opportunity to rack up some points for diversity training, or the like. So the immans became a target for their liberal rubbish. Alternatively there was a pot of money unspent (and if a federal government entity doesn't spend every penny you are alloted every year the next year the amount is reduced - that's why some of them get a new computer every year, regardless of need).

The necessity, the usefulness is never considered. They just have to lie in their report and that isn't hard, most of them don't know the truth from a lie anyway.
